Leeds have made two offers for Charles in talks with Southampton that have fallen short of the Championship club's valuation.
Their pursuit of the Northern Ireland international remains ongoing. He effectively has two years on his deal thanks to a one-year option.
Your Site News understands neither Palace nor Fulham have initiated contact with Southampton at this stage.

Eriksen to begin rehab after collapse
Christian Eriksen will begin rehab in Denmark after collapsing during a friendly last month.
The former Manchester United and Tottenham Hotspur midfielder collapsed in a match against Ukraine in June. He was able to walk off the pitch but the game was stopped after the hour mark and later abandoned.
Eriksen's current club, Wolfsburg, have issued an update, confirming that he will undergo an individual rehab programme in Denmark.
The 34-year-old was fitted with a implantable cardioverter defibrillator (ICD) after suffering a cardiac arrest during Euro 2020 against Finland in 2021.
Following last month's incident, Eriksen said it "was a different situation from what happened in 2021" and explained his ICD "did exactly what it was designed to do: protect me when I needed it".
He also said he was "doing well" and was at home with his family.

Leeds' Lucas Perri and Southampton's Aaron Ramsdale are attracting loan interest from Torino, according to Sky in Italy.
Torino want to sign a goalkeeper this summer, and the two English-based players feature on their shortlist.
Leeds are yet to receive any contact for Perri, who was dropped by Daniel Farke in his first season at Elland Road.
Karl Darlow, who finished the season as No 1, is set to join Manchester United as a free agent after his Leeds contract expired last week.
Leeds had hoped to extend his stay but now have little choice but to look to the goalkeeper market this summer.

Cherundolo takes USA U23s job
Former American defender and Los Angeles FC coach Steve Cherundolo has been appointed head coach of the USA men's U23 team through the 2028 Olympics.
Cherundolo made 87 appearances for the US from 1999 to 2012 and was part of three World Cup squads.
He played for Hannover for 15 seasons and made 415 Bundesliga appearances, the most by any American. Cherundolo was inducted in the US National Soccer Hall of Fame in 2021.
Crystal Palace sign defender Mingueza
Crystal Palace have signed defender Oscar Mingueza on a free transfer.
The Spanish defender has become new manager Pierre Sage's first signing, joining on a four-year contract.
Mingueza, 27, was at Celta Vigo last season and can play anywhere across the back line.
Campbell joins Elversberg from Borussia Dortmund
American forward Cole Campbell has joined newly-promoted Bundesliga side Elversberg from Borussia Dortmund.
Campbell, who was born in Houston, has penned a four-year contract through June 2030,
"In Cole, we're signing another highly talented player who will be a tremendous asset to us with his exceptional pace and one-on-one ability," sporting director Christian Weber said.
"We've been pursuing him for quite some time and are delighted that he has chosen to join us."
Dortmund managing director of sports Lars Ricken added: "We thank Cole for his time with us and wish him all the best for his future, both on and off the field."
Brentford complete Wilson signing
Brentford have completed the signing of Callum Wilson on a free transfer.
The 34-year-old has signed a one-year deal in west London.
Wilson - a nine-time England international - spent last season at West Ham.
Bees head coach Keith Andrews said: Callum is someone that everyone will be familiar with; he has been a Premier League goalscorer for such a long time.
He gives us more options in that area of the pitch, and will help Igor Thiago and Kaye Furo with the experience that he has.
Hes just got that nous to score goals, as well as that experience around the training ground.
